25 Nov New Notification Procedure for Tourist Accommodations
A new regulatory framework for the notification of tourist accommodation operation has come into effect, replacing the previous procedure that required a Special Operating Sign (ESL).
When and How to Submit the Notification
- The notification is a mandatory requirement for the legal operation of the accommodation and must be submitted electronically through The Integrated Information System for Activity Licensing and Inspections (OPS-ADE) or The Greek EUGO Portal (eugo.gov.gr). See the sample notification form here.
- Installation of the accommodation must be completed before
- Once submitted, the system provides a unique number and timestamp, which serves as proof of submission.
Which Authority is Responsible
- For most accommodations, the competent authority is the Regional Tourism Service.
- For 4- or 5-star accommodations with more than 300 beds, the responsible authority is the Special Service for the Promotion and Licensing of Tourism Investments (EYPATE).
Required Documentation
The operator must maintain a file with the following documents:
- Proof of notification submission
- Building permit
- Fire safety certificate
- Environmental permit
- Proof of fee payment
- Solemn declaration that the operator has not been convicted of a felony
What Applies to Swimming Pools
- If the pool belongs to the same entity as the accommodation, it is declared within the main notification.
- If it belongs to a different entity, a separate notification is required.
Declaration of Additional Activities
Any additional services provided within the tourist accommodation (e.g., restaurant, spa, shops) must be declared in the notification for informational purposes only.
Licensing for those activities must follow their own separate procedure (e.g., notification or operating approval, as applicable).
Applicable Fees
Fees vary depending on the capacity and category of the accommodation.

- Additional fees apply for pools and for major changes, such as Capacity increase, Category change or Conversion into a different accommodation type (when the new type requires a higher fee)
Changes – Termination of Operation
- Any change in details (e.g., operator, type, capacity) requires a new notification.
- Termination of operation must also be notified electronically.
Automatic Notification to Public Authorities
- Notifications submitted via OPS-ADE are automatically forwarded, where applicable, to the relevant public authorities, such as Fire Department, Public Health Authority, Urban Planning Authority, Labor Inspection Authority, Environmental Inspectorate. These authorities can then carry out legal inspections as required.
- The Hotel Chamber of Greece is also notified when it involves main hotel accommodations.
- Failure to submit the notification or maintain the required documentation may result in fines of up to €20,000, depending on the severity of the violation, the accommodation’s capacity and the nature of its facilities.
