New Bill on Short-Term Leases and Tourism Regulations
The new bill recently submitted to Parliament introduces changes to the short-term rental framework and includes provisions for various tourism activities. Details are as follows:
New Requirements for Short-Term Rentals
Effective Date: The provisions take effect on October 1, 2025.
Property obligations:
- Properties must be main-use spaces.
- Mandatory natural lighting, ventilation, and air conditioning.
- Civil liability insurance required to cover damages or accidents.
- Must be equipped with fire extinguishers, smoke detectors, exit signs, and a certified electrician’s declaration.
- Must include a first aid kit, emergency contact guide, and pest/rodent control certificates.
Fines:
- €5,000 for non-compliance or refusal of inspection.
- €10,000 for a second violation.
- €20,000 for a third violation.
Inspections:
- Carried out by the Ministry of Tourism and joint teams with AADE.
- The Hellenic Police may also participate if necessary.

Tourism Accommodation Classification:
- Introduction of environmental classification with star categories for hotels and “keys” for rental accommodations.
Simplification of Licensing:
- Simplified licensing procedures for businesses such as vehicle rental offices and yacht brokerage firms.
Tourist Ports:
- New regulations to strengthen functionality and multi-purpose use.
Ski Resorts:
- Official recognition as tourism infrastructure, with permission for year-round operation.
Wellness Centers (Spas):
- Elimination of the requirement for the use of natural thermal resources.
